چکیده: (1916 مشاهده)

آثار تاریخی و میراث‌فرهنگی هر کشور، بیانگر هویت، تاریخچه و تمدن ملت‌ها و سرزمین‌ها می‌باشد؛ که حراست از آن امری ضروری است. حفاظت از بناهای تاریخی نیازمند مدیریت هوشمندانه است، اما بحران‌هایی نظیر جنگ، چالش‌های مهمی را ایجاد می‌کنند که مستلزم آمادگی و تمهیدات مناسب است. بازسازی پس از جنگ فرآیندی پیچیده است که اولویت دادن به مرمت میراث‌فرهنگی در آن، کلید انسجام اجتماعی و التیام غرور ملی است؛ زیرا جنگ اغلب هویت فرهنگی را هدف قرار می‌دهد. بازسازی پس از جنگ، شامل بازسازی فیزیکی و روانی مناطق آسیب‌دیده می‌شود. این فرآیند نیازمند یک رویکرد جامع و هماهنگ است که نه‌تنها شامل ترمیم خرابی‌های ناشی از جنگ می‌شود، بلکه می‌تواند فرصتی برای انسجام‌ اجتماعی، بازسازی میراث و ارتقائ کیفیت ‌زندگی مردم شود. با استفاده از مطالعۀ تجارب دیگران می‌توان برای آمادگی در برابر این مهم برنامه‌ریزی نمود. با توجه به مخاصمات اخیر، ضرورت توجه به آمادگی و برنامه‌ریزی برای خرابی‌های ناشی از جنگ در مورد ابنیۀ میراث‌فرهنگی نمود پیدا می‌کند؛ لذا با مطالعه نمونه‌های موردی تجارب داخلی و خارجی و چالش‌های آثار میراث‌فرهنگی در مخاصمات و نحوۀ مواجهه، تمهیدات لازم در برابر این چالش‌ها را مطالعه می‌نماییم. این پژوهش با بهره‌گیری از رویکرد کیفی و روش توصیفی-تحلیلی به بررسی نمونه‌های تخریب‌شده در اثر جنگ در داخل کشور و نمونه‌های خارج از کشور، برای پاسخ به پرسش اصلی که چالش‌ها و تمهیدات بازسازی پس از جنگ ‌‌می‌باشد، پرداخته است و نتایج نشان می‌دهد «مطالعه روش‌های سنتی و بومی ساخت‌و‌ساز»، «مستندنگاری دقیق آثار»، «آموزش نیروی متخصص مرمت»، برای پیش از حادثه و «ارزیابی و شناسایی خسارات و آسیب‌ها»، «مشارکت مردم محلی»، «تعیین رویکرد مواجهه» و «روش مداخله» برای بَعد از حادثه، از مهم‌ترین تمهیدات لازم می‌باشند.
